  • Smart inspection devices enhance power supply in mountainous areas

    The State Grid Lin'an Power Supply Co in Hangzhou, Zhejiang province, has recently launched its first batch of smart grid inspection devices to ensure stable power transmission, marking its latest attempt to leverage artificial intelligence to empower energy supply in mountainous cities and rural areas.

    Equipped with three cameras, these smart inspection devices collect images, videos, and temperature data to automatically monitor and identify potential hazards with timely alerts, enabling real-time visual monitoring of the substations managed by Lin'an Power Supply Co.

    The company said the deployment of smart inspection technology significantly enhances power transmission safety, particularly in mountainous and remote rural areas with extensive overhead lines. It also greatly improves the efficiency of inspection personnel.

    "Previously, it took about 10 minutes just to drive from the substation to Minwu, a local village, to conduct grid inspection. Visiting other locations such as Yangqiao village and Duishi village requires at least half a day, making the process relatively inefficient. Now, with a simple click on the screen of the smart inspection device, we can grasp the real-time status of the five most vulnerable locations within a minute," said Chen Kai, a team leader of high-voltage at the Lin'an Power Supply Co.

    Xu Lixin, an operation and maintenance department worker at Lin'an Power Supply Co, said, "In a mountainous city such as Lin'an, with extensive overhead lines, large projects that use construction machinery such as road relocations can easily lead to external damage to the grid."

    "To ensure the safety of power lines, we have installed five smart inspection devices on five lines prone to external damage. These devices provide 24-hour automated monitoring and can detect various hazards such as those from construction machinery, objects on wires, and sparks. When a hazard is detected, the device triggers an alarm and sends an SMS notification to maintenance personnel for prompt action," Xu added.

    Transitioning from traditional manual inspections and fault repairs to smart inspections and proactive defenses, these devices provide new insights for the high-quality development of the power transmission network, the company said.

    Looking ahead, the company said it will further integrate smart inspection devices, visual monitoring tools, and ground markers to achieve coordinated online monitoring, offline patrols, and equipment maintenance management for the power distribution network.

    The Hangzhou-Taizhou High-Speed Railway in Zhejiang province, China's first high-speed railway controlled by private capital, has proved to be a milestone in the Chinese government's efforts to attract private funding to key infrastructure construction and local transportation development.

    The railway, which began operating in January 2022, has a designed speed of 350 kilometers per hour and connects a number of well-known scenic spots. It has handled more than 20 million passenger trips so far.

    It is among the country's first rail projects funded by a public-private partnership, with 51 percent of the railway's shares held by a consortium of eight private enterprises.

    The safe and smooth operation of the 266.9-km rail line is a vivid example of how China has been pushing ahead with the market-oriented reform of its high-speed railway investment and financing system. The project also demonstrates how private enterprises have the ability to invest and participate in major national projects, according to experts and entrepreneurs.

    They noted that the country's latest measures for comprehensively deepening reform will create a favorable environment for the nonpublic sector, and said that bolstering the growth of the private economy will significantly shore up market confidence, stabilize expectations and revive the momentum of economic recovery amid challenges and external uncertainties.

    The measures will further motivate private enterprises to beef up their innovation capabilities and achieve breakthroughs in crucial technologies, the experts and entrepreneurs said, adding that this will promote industrial upgrades and high-quality economic development. They also called for efforts to increase financial support for private enterprises and optimize policies on tax and fee reductions.

    The comments came after the third plenary session of the 20th Central Committee of the Communist Party of China, which concluded last month, adopted a resolution on further comprehensively deepening reform to advance Chinese modernization.

    The country will continue to implement principles and policies that help foster a favorable environment and create more opportunities for the development of the nonpublic sector, while formulating a law to promote the private economy, according to the resolution.

    China's top leadership has placed great emphasis on bolstering the growth of the private sector. During last year's two sessions, the annual meetings of China's top legislative and political advisory bodies, President Xi Jinping called for proper guidance for the healthy and high-quality development of the private sector.

    Xi, who is also general secretary of the CPC Central Committee and chairman of the Central Military Commission, stressed that the CPC Central Committee always unswervingly consolidates and develops the public sector and encourages, supports and guides the development of the nonpublic sector. He also said the CPC Central Committee always believes that private enterprises and entrepreneurs "belong to our own family".

    Zhou Maohua, an analyst at China Everbright Bank, said, "The private sector has become an important force for promoting Chinese modernization, and plays an increasingly vital role in stabilizing economic growth, creating job opportunities and bolstering technological innovation."

    The country has sent a clear signal that it is dedicated to boosting the high-quality development of the private economy through rolling out targeted measures to deal with the difficulties and issues faced by private enterprises, he said.

    Noting that some private enterprises have been facing mounting pressures, such as rising production costs and financing difficulties, Zhou said, "It is important to encourage financial institutions to step up support for micro, small and medium-sized enterprises, deepen reform to eliminate barriers that hinder the development of the private sector, and support private enterprises in enhancing innovation capacities."

    Hong Yong, an associate research fellow at the e-commerce research institute of the Chinese Academy of International Trade and Economic Cooperation, said the country's push to draft a law on promoting the private economy reflects its firm determination to support the private economy, with a specific focus on strengthening protection of private companies' property rights, as well as the rights and interests of entrepreneurs, via legal means.

    The recent move signals a significant step toward creating a more transparent, stable and predictable business environment, he said, adding that "the legislative efforts will not only remove systemic barriers and address the pressing concerns of private enterprises, but also invigorate the dynamism of market entities and bolster the development of new quality productive forces".

    Saying that the private sector serves as a primary engine for economic growth, Hong called for more efforts to expand financing channels and reduce financing costs for private enterprises, strengthen financial assistance to private investment projects, continuously optimize the market environment for fair competition, and reinforce intellectual property protection.

    Gao Zicheng, chairman of the All-China Lawyers Association, said that in order to reduce the burden on private enterprises, more detailed measures may include implementing tax policies that benefit small and micro private enterprises, like deferred, reduced or exempted corporate income taxes and value-added taxes for eligible enterprises.

    Intrinsic element

    The private economy has become an intrinsic element of China's economic system and a significant force in sustainable and healthy economic development. Private companies contribute more than 60 percent of gross domestic product, 70 percent of technological innovation and 80 percent of urban employment, according to official data.

    In July last year, the CPC Central Committee and the State Council, China's Cabinet, issued a top-level guideline detailing 31 measures, such as facilitating private enterprises' access to funding, reducing market entry barriers and promoting fair competition, to promote the development of the private sector.

    The third plenary session's resolution said that efforts will be made to remove barriers to market access, improve the long-term mechanism for private enterprises to participate in major national projects, support capable private companies in leading significant national technological and innovation projects, and provide private enterprises with greater access to major national scientific research infrastructure.

    "These reform measures will provide more opportunities for the private sector's participation in key national projects, further stimulate the vitality of private investment and consolidate the economic recovery trend," said Pan Helin, a member of the Ministry of Industry and Information Technology's Expert Committee for Information and Communication Economy.

    Recent years have seen an increasing number of private companies playing a role in major infrastructure projects in transportation, water conservancy and railways. Previously, these areas, which used to be dominated by State-owned enterprises, were seldom open to private enterprises.

    Thanks to recent efforts to promote the private sector's participation in major projects, Chongqing One-Tale Electric Co has received special support from the National Development and Reform Commission, the nation's top economic regulator, to establish a sensor technology service platform, said Tian Yongchao, head of research and development at the company, a private-sector provider of electrical equipment.

    "After the platform's completion in June next year, it is expected to help improve the sensor industry chain in Chongqing and Southwest China as a whole," Tian said.

    Li Dongsheng, founder and chairman of consumer electronics maker TCL Technology Group Corp, said, "The authorities' supportive attitude toward the private sector has greatly boosted the confidence of private enterprises and stimulated the entrepreneurial spirit and innovation vitality of entrepreneurs."

    TCL will stick to an innovation-driven development strategy and strive for breakthroughs in key technologies and bolster the transformation and upgrading of the high-tech manufacturing industry, he added.

    Zhou Hongyi, founder of Chinese cybersecurity company 360 Security Group, said the key plenary meeting has sent a clear message of further efforts to comprehensively deepen reform. He added that this has inspired and encouraged him, and said his company will focus on digital security and artificial intelligence and bolster digital and intelligent upgrades in traditional industries.

    Nan Cunhui, chairman of Chint Group, a leading industrial electrical equipment and new energy company, said the latest commitment to developing the nonpublic sector has put private enterprises at ease, because they see that such support has been and will be consistent.

    Smart onboard functions have enabled Chinese automotive startups to make foray into high-end markets and compete with established global giants, said a senior J.D. Power executive.

    "Smart NEVs have won the heart of Chinese car buyers," said Su Jun, president of J.D. Power China, at a forum held in Hangzhou, Zhejiang province, on Thursday.

    "In other words, smart functions have proven to be the driving force for Chinese carmakers to catch up and even overtake global rivals," he said.

    Smart cockpit technologies are more widely accepted by new vehicle owners in China and are a key factor in their vehicle-buying decisions, according to the 2024 China Tech Experience Index Study, whose findings were released earlier this month.

    Besides the market, J.D. Power has also found changes in car buyers, especially those born after 1995, who are wooed by dealers as they account for a big proportion of new car buyers.

    One important finding is that they value a fast response. A previous J.D. Power study reveals that their overall satisfaction can hit 825 out of a scale of 1,000 when a dealer contacts them within an hour of leaving their contact information.

    The score would drop to 792 if it takes more than three hours for a dealer to reach them.

    The car buyers also want efficiency when they visit a dealership. Immediate reception upon entering the store and during a test drive boosts satisfaction, said J.D. Power.

    Such insights and findings are crucial for carmakers as the vehicle sector is becoming increasingly competitive.

    Retail sales of new energy vehicles accounted for 51.1 percent of total passenger vehicle deliveries in China last month, outnumbering conventional internal combustion engine vehicles for the first time, according to the China Passenger Car Association.

    Of the 1.72 million passenger vehicles sold in July, 878,000 units were pure electric vehicles, plug-in hybrids and range-extended vehicles, up 36.9 percent year-on-year.

    The 51.1 percent proportion marked a hike of 15 percentage points compared with the same month of 2023, said the CPCA.

It is said that during the early Northern Song Dynasty, Yongming Yanshou, the first abbot of Jingci Temple and the most revered monk in Hangzhou at the time, advised King Qian Hongchu of Wuyue to voluntarily submit to the Northern Song Dynasty before he passed away. However, Qian Hongchu was reluctant, arguing that Wuyue was wealthy while the Song Dynasty was impoverished, making it hard for oil and water to mix (In Chinese, we often use "oil" to represent wealth and "water" to represent poverty). Then the monk responded, "When dying of hunger and thirst, which is more precious, oil or water?" He then mixed water, flour, and a small amount of oil to create a vegetarian filling, forming it into a cake which he gave to Qian Hongchu. The cake crumbled upon touch, with the crust turning into delicate, thin layers that melted in the mouth, leaving a lingering pure fragrance. Qian Hongchu realized, "So oil and water can indeed blend beautifully."

    After the monk's passing, Qian Hongchu named this cake the "Taishi Cake" (Grand Master Cake). Over time, the "Taishi Cake" evolved into what is now known as the temple's vegetarian mooncake.   • 5 new measures related to further facilitating the entry of foreign personnel into China have been announced

    The reporter learned from the press conference of the State Council Information Office today that the National Immigration Administration will officially implement 5 measures to facilitate foreign personnel to come to China from today (January 11, 2024), further breaking through the relevant barriers for foreign personnel to do business, study, and travel in China, better serving to ensure high-level opening up to the outside world, and promoting high-quality development.   These 5 new measures mainly include:  

    1. Relax the conditions for foreign nationals to apply for port visas in China. For foreign personnel who urgently need to come to China to engage in non diplomatic or official activities such as business cooperation, visits and exchanges, investment and entrepreneurship, visiting relatives, and handling personal affairs, if they do not have time to complete their visas overseas, they can apply for a port visa to enter the country with relevant proof materials such as invitation letters.
    2. Foreign personnel are exempt from inspection procedures for 24-hour direct transit through hub airports such as Beijing Capital Airport. At 9 international airports, including Beijing Capital, Beijing Daxing, Shanghai Pudong, Hangzhou Xiaoshan, Xiamen Gaoqi, Guangzhou Baiyun, Shenzhen Bao'an, Chengdu Tianfu, and Xi'an Xianyang, 24-hour direct transit passengers are exempt from border inspection procedures. For inbound and outbound passengers who hold international connecting tickets within 24 hours and transit through any of the above-mentioned airports to a third country or region, they can be exempted from border inspection procedures and directly pass through without a visa.
    3. Foreign nationals in China can apply for visa extension, replacement, and reissuance nearby. Foreign nationals who come to China for short-term non diplomatic or official activities such as business cooperation, visits and exchanges, investment and entrepreneurship, visiting relatives, sightseeing and tourism, and handling personal affairs, and who have legitimate and reasonable reasons to continue staying in China, can apply for visa extension, replacement, and reissuance from the entry and exit management agency of the local public security organ nearby.
    4. Foreign nationals in China need to enter and exit multiple times to apply for a re-entry visa. Foreign nationals in China who need to enter and exit the country multiple times due to legitimate and reasonable reasons may apply to the public security exit and entry management agency for a valid multiple entry visa with relevant proof materials such as invitation letters.
    5. Simplify the application materials for visa documents for foreign nationals in China. When foreign nationals apply for visa certificates, if their accommodation registration records, business licenses, and other information can be found through information sharing, they are exempt from checking relevant paper proof materials; Foreign nationals in China who apply for short-term family visit and reunion visas can invite a declaration of kinship to replace the proof of kinship.
      The relevant person in charge of the National Immigration Administration introduced that as China's economic development continues to recover and improve, and the level of opening up to the outside world continues to expand, domestic and foreign enterprises and personnel have put forward many new demands for deepening immigration management services.   • China Starts World’s First Trial of Omicron Vaccine

    China on Monday launched the world's first clinical research on a sequential trial of an Omicron-specific vaccine candidate in Central China's Hunan Province. It will evaluate the vaccine's safety and immunogenicity in humans and the research is expected to be completed in about three to four months. Zhang Yuntao, chief scientist from the China National Biotec Group (CNBG) - developer of the vaccine candidate, who attended the launch ceremony - told the Global Times on Monday that the clinical study, which plans to enroll more than 4,000 volunteers, is the world's largest clinical study of a vaccine against the Omicron variant. "In this study, a randomized, double-blind, controlled study design was used to evaluate the safety and immunogenicity of the Omicron-specific vaccine in volunteers aged 18 years and above who had received two or three doses of COVID-19 vaccines at different intervals and in different dose sequences," Zhang said. The plan for this clinical study will need to be determined after further discussions with experts and drug authorities, and it is expected to take about three to four months to complete, Zhang said. In April, Sinopharm obtained clinical trial approval from the National Medical Products Administration and approval from the Pharmacy and Poisons Board of Hong Kong, respectively. On May 1, the first dose of the Omicron-specific vaccine candidate was administered during a clinical trial in Hangzhou, East China's Zhejiang Province. The volunteers were above 18 years old and had not been inoculated with any COVID-19 vaccine. According to Zhang, the Omicron-specific vaccine was evaluated for its immunogenicity in animals prior to the approval for clinical studies.     The Academic Ranking of World Universities (ARWU) was first published in June 2003 by the Center for World-Class Universities (CWCU), Graduate School of Education (formerly the Institute of Higher Education) of Shanghai Jiao Tong University, China, and updated on an annual basis. Since 2009 the Academic Ranking of World Universities (ARWU) has been published and copyrighted by ShanghaiRanking Consultancy. ShanghaiRanking Consultancy is a fully independent organization on higher education intelligence and not legally subordinated to any universities or government agencies. ARWU uses six objective indicators to rank world universities, including the number of alumni and staff winning Nobel Prizes and Fields Medals, number of highly cited researchers selected by Clarivate Analytics, number of articles published in journals of Nature and Science, number of articles indexed in Science Citation Index - Expanded and Social Sciences Citation Index, and per capita performance of a university.
