  • Advancements made in construction of the world’s longest undersea high-speed tunnel

    The construction of the Jintang Tunnel, the world's longest undersea high-speed railway tunnel, has made further headway this month after the Dinghai shield entered the marine section via ground bore.

    A 16.18-kilometer undersea tunnel connects Beilun District of Ningbo to Jintang Town of Zhoushan, a major project of the Yongzhou Railway. The section constructed by large shields stretches over 11.21 kilometers.

    After its completion, the travel time between Hangzhou and Zhoushan Archipelago will be reduced from 3.5 hours to just 77 minutes.

    The Dinghai and Yongzhou shields began simultaneously in May from Zhoushan and Ningbo respectively.

    The two shields will be linked under the sea after crossing high water pressure and complicated strata. The Dinghai shield is progressing at the speed of 16 meters per day and soon will break through 1,000 meters. The Yongzhou shield has bored 902 meters and is expected to enter the marine section in May 2025. There is currently no occurrence of subsidence.

    The Yongzhou (Ningbo-Zhoushan) Railway is composed of tunnels and bridges. China's railway agency picked an undersea tunnel over a cross-sea bridge to reduce the impact on Ningbo-Zhoushan Port, China's largest port located opposite Jintang Town.

    The layout for the Yongzhou Railway begins in Ningbo East Railway Station, passes through Yinzhou and Beilun districts in Ningbo, Jintang, Cezi, and Fuchi islands in Zhoushan, and ends in Dinghai County.

    The railway spans 76.4 kilometers and features seven stops, including four new stations (Beilun West, Jintang, Ma'ao and Zhoushan). Three existing stations (Ningbo East, Qiu'ai, and Yunlong) will be renovated with a design speed of 250 km/h.

    Yongzhou Railway serves visitors and inter-city commuters in the Yangtze Delta. It proposes to run medium to long-distance trains from Zhoushan to Shanghai, Nanjing, Tianjin, Beijing, Wuhan, Xi'an, Kunming, Guangzhou and Shenzhen.

  • Increased foreign investment in hospitals set to boost healthcare

    Further opening-up of China's medical sector to foreign investment is expected to promote high-quality services and better meet wider public healthcare needs, experts said.

    A circular, jointly issued by the Ministry of Commerce, the National Health Commission and the National Medical Products Administration in September, allows wholly foreign-owned hospitals to operate in eight cities, including Beijing and Shanghai, and throughout the island of Hainan.

    Decision-makers intend for public hospitals to guarantee the basics, while foreign-owned ones provide diversified services to meet the rising demand for more personalized, higher-standard medical treatment amid the country's ongoing economic and social development, industry experts said.

    "Accounting for the dominant 80 percent of the country's total medical services, public hospitals stick to their priority of answering the demands of public welfare," said Liao Xinbo, former deputy director of Guangdong's Health Commission. "The spillover functions of public hospitals that are difficult to support through public medical insurance can be met wholly by foreign-funded medical institutions," Liao added.

    These other functions include the use of advanced technologies and innovative therapies, and medical treatment usually done overseas, he said.

    The market size of Chinese patients who travel overseas for medical treatment exceeded 3 billion yuan ($420 million) in 2019, and surpassed 4 billion yuan within three years, according to a report released by Insight and Info, a Chinese portal specializing in industry analysis.

    Developed countries, such as the United States and Japan, were the main medical travel destinations, the report said.

    Double benefits

    Wholly foreign-owned enterprises setting up medical institutions in China will not only contribute to further opening-up, but also test whether this model is suitable for the entire country, experts said. Many top international hospitals are different from their counterparts in China in terms of patient care, technology, management models, and service awareness, they added.

    "For example, the service model is one area where gaps are seen between Chinese and foreign medical treatment," said Liu Guoen, dean of the Institute for Global Health and Development at Peking University.

    "China's public hospitals, especially the tertiary ones in big cities, are often overcrowded and are not in a position to provide patient-centric medical services.

    "When different types of hospitals compete on the same stage, it's expected to have a positive impact on the entire medical service ecology in the country," he said.

    Although some public hospitals have provided high-end medical services through their international departments, they are still limited due to the backgrounds and management methods of these hospitals, industry observers said.

    However, wholly foreign-owned hospitals are not subject to the same restrictions on public medical insurance, and can set prices independently. This allows them to avoid institutional constraints and introduce industry game-changers, they said.

    Shanghai Towako Hospital, China's first wholly foreign-owned hospital, opened in the Shanghai Pilot Free Trade Zone in 2016. An unnamed senior hospital executive told local media in a recent interview that they were delighted to see the relaxation of the policy again, which is good news for all medical institutions with foreign funding.

    The Japan-funded hospital specializes in assisted reproductive services and was profitable within three years of opening. It has had 300,000 patient visits, and provided medical assistance to nearly 2,300 babies delivered there.

    In 2021, there were more than 300 joint-venture medical institutions in the country with foreign investment, National Health Commission data showed. Around 38 percent were hospitals, and the rest were clinics or outpatient departments operating under an asset-light business model.

    Policy tweaks

    The other five provincial-level regions where foreign entities will be allowed to set up medical institutions are: Tianjin, Nanjing and Suzhou, Jiangsu province, Fuzhou, Fujian province, and Hainan province, according to the new policy jointly released by the Ministry of Commerce, the National Health Commission, and the National Medical Products Administration.

    These entities can also apply for market registration and mass production licenses in China for their products, and those that are approved can be used nationwide.

    Pilot programs allowing wholly foreign-owned hospitals date back to 2014, when the National Health Commission allowed overseas investors to set up in seven provincial-level regions — including Beijing, Tianjin, and Shanghai — through the establishment of new ventures and mergers.

    After that, the policies varied. In 2015, the National Development and Reform Commission and the Ministry of Commerce issued a revised catalog to guide foreign investment in industries that placed medical institutions in the restricted category.

    Two years later, the State Council, China's Cabinet, issued a document, which clarified that foreign funds could be invested in domestic medical institutions via joint ventures and cooperation measures. The Government Work Report delivered in March this year proposed that market access for medical services be relaxed, along with other areas.

    "We feel that such adjustments in the national policy regarding the country's openness to allow wholly foreign-invested hospitals were affected by top-level design," said Pan Jie, CEO of the Asia-Pacific Medical Group.

    The United States' investment firm Bain Capital backs APMG, which funded the Shanghai Xiehua Brain Hospital. The hospital opened in July in the Shanghai New Hongqiao International Medical Center and provides high-quality medical services for patients with central nervous system diseases.

    "As organizers of such hospitals, we hope that policies and regulations can be stable and consistent for a long time. Meanwhile, we hope to receive more guidance and practical support at the operational level," said Pan.

    Industry insiders believe that more wholly foreign-invested hospitals will help normalize relevant rules and regulations.

    While unveiling the new policy in September, authorities called for stepping up services for foreign enterprises willing to participate in trial programs. Government departments were also urged to strengthen coordination and supervision to promptly detect risks.

    Experts said both the relaxation and tightening of policies are understandable, as the opening-up of medical care is closely related to people's health and social stability.

    "However, I believe the government is more confident and resolute this time, as the need to expand is more than it was a decade ago. The policy will be better implemented than in the past," said Liu.

    Better living standards

    Wholly foreign-invested hospitals will help accelerate the introduction of new drugs, medical equipment, and technologies into China, industry insiders said. The move will also create a channel for medical talent from overseas to work in the country.

    "With a rising number of such hospitals, it will also further improve social and living security for expats in China, thereby helping the country to attract high-level talents from around the globe, enhancing international academic exchanges and promoting the development of various disciplines and scientific research innovation," said John K. Hsiang, chairman of Jiahui Health executive committee.

    The company operates the Hong Kong-owned Jiahui International Hospital in Shanghai, which opened in 2017. It also runs outpatient clinics in Shanghai, Suzhou, Hangzhou, Zhejiang province, and Shenzhen, Guangdong.

    Fifteen percent of Jiahui's doctors are expats, and the company provides medical services in more than 10 languages. The Shanghai hospital alone has an annual outpatient volume of 600,000 visits, and has provided medical services to over 500,000 families from more than 180 countries.

    The differences in expats' medical needs lie not only in languages, but also in factors including diagnosis, the treatment process, and the payment model.

    Hsiang said one important service offered at foreign-invested hospitals is connecting patients to medical resources abroad.

    "Based on cooperation with more than 30 topnotch medical institutions around the world, including Boston-based Massachusetts General Hospital, Jiahui is able to provide international telemedicine consultations and prioritizes referrals to overseas hospitals for patients," he said.

    In 2022, Vicky Lee, an internationally renowned expert in hematology and oncology with more than two decades professional experience in the US, joined Jiahui's international cancer center. Lee quickly introduced cutting-edge therapies to the hospital, which attracted more patients.

    Last year, a 40-year-old Singapore woman's lymphoma went into remission after she received CAR-T cell treatment at Jiahui International Hospital. She was the first expat in China to receive the revolutionary lymphoma treatment.

    "We once considered returning to the US or Singapore for treatment, but eventually decided that Jiahui Hospital was the best option for us," said Parry Wu, the patient's husband, who is from the US.

    "The team and the facilities here are as good as anywhere in the world, and the overall cost effectiveness of the treatment was too good to be ignored."

    Lee said the patient has returned to an active life and has embarked on global travel, which included diving. She added that a considerable number of patients with hematological tumors, 80 percent of whom are expats, had completed CAR-T therapy at the hospital.

    Jiahui also completed a smooth delivery of triplets in July and performed highly difficult laparoscopic surgery on a pancreatic cancer patient in August.

    Shanghai Xiehua Brain Hospital, which has investment of 1.2 billion yuan, boasts state-of-the-art large imaging devices and specialized neurosurgery equipment. It was the first private medical institution in the country to adopt the Shanghai United Imaging Healthcare Group's 5.0T ultrahigh field MRI imaging system.

    Winning support

    Specific conditions, requirements, and procedures for establishing wholly foreign-invested hospitals will be released later, authorities said.

    Meanwhile, more supportive policies to breakdown regional barriers will need to be introduce to allow cutting-edge drugs, devices, and technologies, industry insiders said. Qualified hospitals should also start pilot projects and introduce more new concepts and therapies to China to truly achieve seamless integration with markets worldwide, they added.

    Support is also needed to carry out clinical trials and introduce healthcare professionals from overseas.

    In 2020, Shanghai Jiahui International Hospital filed a request to conduct drug clinical trials.

    "We expect the government to further reduce restrictions on foreign-invested medical institutions in terms of relevant regulatory requirements and policies for clinical trials," said Hsiang. "We also hope that short-term work permits for nurses and medical technicians from overseas can be allowed, and the review process for expat doctors to be recognized and evaluated for professional titles and qualifications will be streamlined," he added.

    Including Shanghai Xiehua Brain Hospital, Bain Capital operates 12 hospitals in Beijing, Shanghai, and the Yangtze River Delta region through APMG.

    "But being foreign-invested hospitals doesn't necessarily mean we are expensive. Hospitals in our group target serving ordinary people in China," said Pan, CEO of APMG, adding that the hospitals have formed a group specializing in neurology, oncology, and rehabilitation.

    "Take Xiehua, which is located in Shanghai's Hongqiao area, as an example. It is dedicated to providing patients from the delta region with accessible, affordable, and differentiated high-quality medical services," he said.

    Hangzhou recently issued performance permits to 139 street artists, including 12 foreign residents, marking a boost in the city's street art scene.

    The city's second round of street artist certification was completed after an intensive 2024 training course, where performers showed off their pop vocals, band music, instrumentals, traditional opera, dance, and magic tricks.

    Since 2021, Hangzhou has hosted four street art festivals, initiated regular public performances, and set up specific street performance sites.

    The World Tour Finals represent the highest tier in the BWF's tournament structure and were also held in Hangzhou last year. Each association can enter a maximum of two players or pairs per event.

  • New standards for tourism sites to kick in

    A new set of standards for rating the quality of tourist attractions nationwide will be implemented on March 1 next year.

    The standards have been developed by the Ministry of Culture and Tourism and will be carried out by the National Standardization Administration to meet the market needs in the new era, with a focus on the service functions of tourist attractions, a people-centered approach and high-quality development, the ministry said.

    The standards introduce prerequisite conditions for the classification of tourist attraction quality levels, including a basic guideline for sustainable and green development, the fundamental goal of providing high-quality facilities and experiences to meet public travel needs, a business approach that promotes honest operations, civilized tourism, green consumption and sustainable operations.

    Tourist attractions must meet all these prerequisites before being eligible for quality-level classification. The new standards replace the current ones that have been in effect since 2003.

    The 2003 national standards for rating the quality of tourist attractions have provided essential technical guidance for the scientific development and quality improvement of tourist attractions, playing a significant role in leading the standardized development of such sites, said an official with the resource development division of the Ministry of Culture and Tourism at a September session explaining the upcoming standards.

    Over the years, the scale of China's rated tourist attractions has continuously expanded, with an increasingly diverse range of types, noticeably improved quality, broader development space and pluralistic management systems, making these attractions core elements driving the tourism industry, the official said.

    However, China's economic and social conditions, tourism market demand, and the development of tourist attractions have undergone significant changes, calling for necessary revisions of the standards, according to the ministry.

    The new standards clearly define the positioning of tourist attractions' functions and the essential elements of scenic spot development, while reinforcing the fundamental conditions based on the shared characteristics of tourist attractions and taking into account the individual differences among different levels of attractions.

    "This creates a scientifically structured, complementary and coordinated content system, ensuring that the revisions form a coherent and unified whole," the official said.

    According to the authorities, the new standards will continue the five-tier classification system from the 2003 version, where tourist attractions are rated from highest 5A to lowest 1A.

    "The original standards have been implemented for many years, gaining strong market recognition and wide adoption, and the new ones build on the successful experiences of the 2003 version, retaining its reasonable content and preserving its basic framework and structure, ensuring continuity in the creation of A-level scenic spots," the official said.

    At the same time, the standards have incorporated new elements such as cultural and tourism integration and smart tourism to address trends and demands, further refining the content, the official said.

    Additionally, the new standards emphasize the unification of quality and utility, and highlight the exemplary role of high-level tourist attractions, especially 5A-level ones.

    Compared with the 2003 standards, the new standards have significantly adjusted the basis for ratings.

    The rating criteria will focus on nine aspects, including tourism resource value, tourism transportation, tourism facilities, visitor services, precautionary measures, cultural-tourism integration, smart tourism, resource and environmental protection, and comprehensive management.

    The standards also emphasize the distinguishing characteristics and focus on tourist attractions of different qualities.

    For 1A-rated attractions, the emphasis will be placed on tourism safety and environmental hygiene, and 2A-rated attractions will focus on tourism facilities and services that cater to the convenience of travelers.

    Visitor services and comfortable experiences will be valued for 3A-rated attractions, while 4A-rated attractions should prioritize a comprehensive tourism system and high-quality services. The 5A-rated attractions should stand out for cultural uniqueness and smart tourism.

    Authorities expect the new standards to better regulate, guide and promote the scientific construction and high-quality development of tourist attractions.

    The goal is to comprehensively improve the management, services and operations of tourist attractions, accelerate ecological civilization, enhance smart technology applications, promote deep integration of culture and tourism, and strengthen the sustainable and high-quality development of attractions. This, in turn, will contribute to consumption upgrades, economic growth, job creation and improved quality of public life, as well as help showcase China's image, foster cultural exchanges and support the country's modernization, according to the authorities.

    "The new standards focus on promoting the development of scenic areas from having individual elements to achieving high-quality development, adhering to a combination of tradition and innovation," noted Liu Min, a professor at the Tourism College of Beijing Union University.

    "This is not only a proactive response to market development and the people's desire for a better life, but also a guide for the future management and service systems of scenic areas," Liu said.

    She pointed out that the new standards show a clear shift and guidance regarding the characteristics and functions of scenic areas.

    In recent years, spaces like resorts and leisure areas have developed rapidly, forming distinct and independent development and characteristics. However, the overlap between A-level tourist attractions and other tourist spaces has begun to emerge, Liu said.

    "To address this, the new standards emphasize the unique characteristics of scenic areas, effectively distinguishing them from other tourist spaces and guiding the professional development of different sectors within the (tourism) market," she said.

    For example, the new standards clarify that the primary function of tourist attractions is sightseeing, with a focus on tour facilities and services as key elements. They also place greater emphasis on the arrangement of sightseeing resources and the systematic construction of sightseeing functions, Liu explained.

    Additionally, the new standards have specific requirements to highlight the public service function of scenic spots, including addressing the needs of the elderly, children and physically challenged, setting up volunteer stations, and organizing special events to boost local employment and income, she added.

    Zhang Gongzan, an expert with the World Research Travel Organization founded in Canada, said that the revised standards reflect a new trend in tourism development, shifting from a focus on infrastructure-based "hardware" tourism to "service-centered" tourism.

    "In the past, grand architecture and beautiful landscapes might have been the main attractions. However, today's visitors are more focused on the experiences and services they receive within a site. Therefore, high-quality, thoughtful and personalized services should become important criteria for evaluating tourist destinations," Zhang said.

    He considers the revision a precise and scientific planning approach based on market demand and the unique characteristics of each tourist site.

    The Ministry of Culture and Tourism will come up with detailed implementation guidelines and give instructions to culture and tourism authorities at various levels in carrying out the new standards.

    At the same time, supervision and evaluation of the implementation of the new standards will be strengthened, the official added.

    An exhibition of contemporary Chinese calligraphy and fiber art opened on Monday evening at Bulgaria's National Academy of Art (NAA).

    Prof. Shen Hao, vice president of CAA, said that the exhibition testified to the deepening emotional connection between the two academies and that both sides have been working to strengthen and build upon it.

    Prolet, a fourth-year student at the academy, described calligraphy as "an art of concentration, technique, and finesse," noting that the exhibition offers "something very different" and is sure to leave a strong impression on visitors.

With more than 4,000 overseas stores, Mixue Bingcheng, a beverage chain, has become a leading brand in China catering to global markets.

    Chinese regional local cuisine leads the list with twenty-three brands; followed by hot pot/barbecue/malatang (spicy hot pot), as well as cafe/tea house/taverns and Chinese fast food.

    Twenty-three restaurant brands from Shanghai are on the list, which makes Shanghai become the city with the most catering brands in China's top 100 restaurants, followed by fifteen in Beijing, seven in Chongqing, and six each in Chengdu and Hangzhou.

    Three of the dining brands listed were established during the Qing Dynasty (1644-1911), including roast duck restaurant Quanjude, Cantonese restaurant Taotaoju and Suzhou cuisine Song Helou, while Chen Xianggui noodles, Cotti Coffee and Zhu Guangyu hot pot are emerging brands established after 2020.

    A new 220-kilovolt power line from Yanzhou to Wanquan was commissioned in Hangzhou recently, marking the city's first major cross-regional power transmission project since the completion of Jiande's first 500 kV Yanzhou substation in April.

    The new line aims to enhance the power structure in western Hangzhou, meeting rising energy demands more effectively. By transferring the Wanquan 220 kV substation from Fuyang to Jiande, this line alleviates the load of the 500 kV Fuyang substation, ensuring reliable electricity distribution across the area.

    Additionally, the line strengthens Hangzhou's power grid by creating new connections between Fuyang and neighboring zones, further securing grid stability and reducing dependence on hydropower from the Xin'an River and Fuyang plants.

    Amid Hangzhou's growing electricity demand – reaching a peak load of over 22 million kilowatts in 2024, the highest among provincial capitals in China – the city has ramped up efforts to expand its power grid. According to the Hangzhou Power Grid Development Action Plan (2023–25), 148 new transmission and transformation projects are set to be completed by 2025, with an investment totaling approximately 30 billion yuan ($4.2 billion).

    Moving forward, Hangzhou's construction commission will continue collaborating with power companies to expand the grid's infrastructure, in efforts to fortify a robust, interconnected power network to support the city's high-quality economic growth.

    Hangzhou's Hubin Pedestrian Street celebrated International Panda Day on Oct 27 with a stunning display of nearly 300 blue-and-white and black-and-white panda sculptures.

    The 1864 Panda Exhibition art installation aimed to raise public awareness about biodiversity conservation and sustainable development. The number 1864 represents the population of wild giant pandas, according to China's fourth national panda survey.
