Shanghai has expanded the expedited customs clearance policy in the Yangshan Free Trade Zone to cover the Waigaoqiao area of Shanghai Port and Pudong International Airport, according to a recent announcement issued by Shanghai Customs.
With this innovative policy covering nearly all major ports in Shanghai, the city is solidifying its role as a hub for international trade and logistics.
The expedited customs clearance policy allows for the direct clearance of goods that do not require permits or inspections, streamlining the process for businesses to pick up and deliver goods. The policy was first implemented in 2020 in the Yangshan Free Trade Zone, the only special comprehensive bonded zone in the country.
In 2022, to facilitate the export of automobiles, this policy was replicated and expanded to Shanghai’s Nangang Port. With clearance expedited, companies like Tesla, BYD, and SAIC MG have opted to scale up their exports through Nangang Port.

Zhang Yong, vice-dean of the Shanghai Advanced Institute of Finance at Shanghai Jiao Tong University, said that the expedited clearance policy is one of the core policies of the Yangshan Free Trade Zone. Expanding the applicable ports magnifies the effects of the policy and enhances the efficiency of customs clearance in Shanghai and even the Yangtze River Delta region, Zhang said.
