Shanghai’s Jing’an district aims to expand the scale of its ultra high-definition audiovisual industry to 200 billion yuan ($27.53 billion) by the end of the 15th Five-Year Plan period (2026-30).

That’s with total content production exceeding 10,000 hours, according to an action plan released on Dec 11.

The plan outlines the district’s ambition to build a globally influential ultra high-definition content production cluster.

At the same event, the Shanghai Ultra High-definition Audiovisual Industrial Cluster was launched in the district.

Shanghai’s UHD audiovisual industry has been advancing fast, with some independently developed core technologies now leading at the national level.

Over the years, Jing’an district has established a relatively complete industrial supply chain across such areas as chips, displays, devices, systems, content and applications.

Moreover, Jing’an has emerged as one of the city’s most concentrated areas for audiovisual content production and immersive experiences.

In particular, the district has excelled in content production and scenario-based applications, attracting a diverse range of key enterprises and innovative projects.

To support this effort, the district unveiled 15 targeted measures to further boost policy support and consolidate the core foundation of the industry.

Zhang Ying, director of the Shanghai Municipal Commission of Economy and Informatization, said that the city would leverage its strengths in integrated circuits and artificial intelligence to propel the UHD audiovisual industry forwards.

Moving forwards, plans are for the city to drive innovation across the UHD technology value chain, with a focus on high-end chips, AI and UHD displays. It will also develop a variety of terminal products, such as smart cockpits and augmented reality or virtual reality glasses, Zhang said.

She added that Shanghai would also promote industry collaboration — across sectors like research and development, manufacturing and content production — to create a robust Ultra HD industrial ecosystem.
