The People’s Government of Pudong New Area in Shanghai issued a regulation on Nov 28 to facilitate the development of international economic organizations situated in the district. Here are the key highlights of the regulation, which consists of 11 articles.

I. Validity period

The regulation will go into effect on Jan 1, 2025 and be valid through Dec 31, 2029.

II. Objective

The regulation seeks to attract and support the establishment and growth of international economic organizations in Pudong New Area, aligning with Shanghai’s strategic vision of becoming an international center for economy, finance, trade, shipping, and science and technology. The regulation is expected to link global innovation resources and expand institutional opening-up.

III. Applicability

The term “international economic organizations” hereby refers to non-profit, non-governmental social organizations of an economic or scientific nature that are lawfully established overseas.

The regulation applies to efforts and activities aimed at attracting and cultivating such organizations that are integrated into Pudong New Area’s industrial and value chains.

IV. Support

The Pudong government will support international economic organizations in hosting international conferences, training sessions, and other activities.

Pudong’s commerce department, in coordination with departments such as science and technology, economy, civil affairs, finance, and talent, will provide services relating to office space, talent, and funding, along with other support.

V. Supervisory authority

International economic organizations may apply for the relevant departments of the State Council or the municipal government to serve as their supervisory authorities.

For those establishing representative offices within the China (Shanghai) Pilot Free Trade Zone, they may apply for the administrative committee of the zone to act as their supervisory authority.

VI. Tax

For organizations dealing with tax-related matters or inquiring about preferential tax policies, the district tax authorities shall provide guidance and support services.

VII. Talent

Pudong will facilitate entry and exit, employment, settlement, living, medical services, and other needs for chief representatives, urgently needed professionals, and other key talents of these organizations.

VIII. Recognition and rewards

The district will give recognition and rewards to organizations according to their contributions to the economic and social development.

IX. Fees

Organizations may charge reasonable fees for carrying out non-profit activities which have been duly registered.
